Defense Appropriations Bill Blocked Again
For a third time, Senate Democrats kept the chamber from moving on the Department of Defense Appropriations Act, 2017 (H.R. 5293).
In July, efforts to move the bill to the floor stalled out after the bill passed unanimously out of committee. Democrats were concerned that efforts to move all other appropriations bills would end after passing the military funding bill. If that happened, the remaining 11 government spending bills could be wrapped into a single stop-gap measure with spending at last year’s levels. It appears that Democrats fears were not put to rest during the six-week recess; the bill failed a procedural vote to advance this week, 55-43.
